7th Ave S Reconstruction & I-494 Watermain Improvements

The City has prepared a feasibility report to reconstruct 7th Avenue S between the I-494 service road and South Street W. The feasibility report includes information about the existing condition of the street and utilities, proposed improvements, and estimated project costs. Proposed improvements include the reconstruction of 7th Avenue S with new curb and gutter and new bituminous pavement, concrete sidewalk replacement and installation, watermain replacement, planting of boulevard trees, and upgrades to the sanitary sewer and storm sewer systems. The project also includes watermain improvements across and near I-494. 

Properties along the reconstruction of 7th Avenue S are proposed to be assessed as part of the project. A preliminary assessment roll and map are included in the feasibility report provided at the link below. Front footages and assessment rates were determined in accordance with the City's assessment policy. The estimated cost to the homeowner for street reconstruction projects is $90.40 per front foot.

On Monday, September 18, 2023, at 7:00 P.M., in the City Council Chambers at South St. Paul City Hall, 125 3rd Avenue North, South St. Paul, MN 55075, the City Council will hold a public hearing for the proposed improvements. Property owners that are proposed to be assessed will receive a mailed notice of the hearing. This public hearing is an opportunity to discuss and provide input to staff and the Council on the feasibility report before the City Council decides whether to proceed with the proposed improvements.
